Report of the Expert Committee

I was privileged to be a member of an elite 12-member committee constituted by the Department of Agriculture and Farmers’ Welfare of the Government of India. This committee's broad terms of reference were to deliberate the methods to promote warehouse-based sales of agricultural produce and facilitate online e-NWRS trading through the e-NAM portal. It also dealt with various critically linked subjects such as declaring warehouses as deemed market yards under State APMC rules, issues and mitigating strategies for slow accreditation/ registration of warehouses with WDRA and slow progress of eNWRS trade on e-NAM portal, strategy for implementation of pledge financing of farmers’ stock in warehouses, etc. The results of the deliberations were compiled in a report titled ‘Promotion of Warehouse-Based Sale with Focus on e-Negotiable Warehouse Receipt (eNWRS) Trading through eNAM and other Registered e-Trading Platforms.’ and submitted to the Government.
